Hello Bryan, unfortunately I do not have good news for your system. It appears that something quite rare is happening with your system. HDMI port and harddrive are in excellent shape (which are usually what cause no video issues) as well as smaller components around your HDMI port - there is no damage, signs of a short circuit, or other tell-tale signs in the area of your HDMI port.
I did notice that there are a couple of capacitors on the motherboard that are giving readings that are unusual. More specifically, it looks like the southbridge chip - the main chip responsible for providing power to the game console - seems to have a partial short circuit. I think this is what is causing the HDMI signal to not display and is either providing too much, or more likely not enough power to your HDMI signal. There is a smaller chance that a component called the HDMI IC Timer is faulty, but this seems unlikely as the component is not showing any signs of overheating or stress. Unfortunately, while this chip is replaceable, it requires a $5,000+ machine that I do not own, and I will need to refer you to another repair shop.
We can return this console for $45 or we can discuss other options if you would like as well.
